Overview

Dry Cleaners

As an owner of a dry cleaning establishment in the province of Ontario, you are required to comply with Ontario Regulation 323/94 – The Dry Cleaners Regulation under the Environmental Protection Act (1994), which states that dry cleaning establishments must have at least one employee on staff certified in the Ministry of the Environment sanctioned environmental management training course available only through Seneca College. Initial certification is followed up with the requirement for re-certification every five years. For dry cleaning establishments in Toronto, the course also covers City of Toronto Municipal Code Chapter 423, Environmental Reporting and Disclosure by-law. Additionally, the course also provides compliance with Federal Regulations SOR/2003-79: Tetrachloroethylene (Use in Dry Cleaning and Reporting Requirements).

Since the most popular solvent used in dry cleaning processes is tetrachloroethylene, also known as perchloroethylene or just PERC, and since this substance is toxic to humans and the environment more generally, measures are being taken to reduce its release into the natural environment.

Entry Requirements

The program is open to all dry cleaner owners and operators in the province of Ontario.

This certification course is a Ministry of the Environment sanctioned environmental management training course available only through Seneca College. This course is a requirement for owners of dry cleaning establishments in the province of Ontario, in compliance with Ontario Regulation 323/94 - The Dry Cleaners Regulation under the Environmental Protection Act (1994), which states that dry cleaning establishments must have at least one employee on staff certified through this course.

This recertification course is a Ministry of the Environment sanctioned environmental management training course available only through Seneca College. This course is a requirement for owners of dry cleaning establishments in the province of Ontario, in compliance with Ontario Regulation 323/94 - The Dry Cleaners Regulation under the Environmental Protection Act (1994), which states that dry cleaning establishments must have at least one employee on staff certified through this course. The Ministry of the Environment requires dry cleaners to be recertified every 5 years.

Professional Certification

Students who successfully complete the program will be presented with a joint Seneca College/Ontario Ministry of the Environment certification. The certificate is required to be displayed within the dry cleaning establishment in support of Ontario Regulation 323/94. It is also a testament to the professional development of the certified individual.

Seneca College delivers this program on behalf of the Ministry of the Environment and Climate Change.  Student certification results are shared with the Ministry.

Program Outcomes

After you have completed this course you will be able to:

  • Meet the requirements of Ontario Regulation 323/94 by operating dry cleaning equipment in ways to manage contaminants and wastes related to dry cleaning operations and to minimize their discharge into the natural environment
  • Implement procedures that meet the requirements of other federal, provincial and municipal regulations pertaining to the environment
  • Monitor and identify opportunities to improve the efficiency of water, energy and solvent use in the operations of your establishment
  • Explore alternative techniques for improved environmental performance
  • Implement good environmental management practices
