CSP201 - Communication Skills for Public Administration

The role of government in today's complex society requires that public servants possess sophisticated, multi-disciplinary skills that will result in effective and accurate communication. It is imperative to be able to communicate effectively and appropriately based on specific target audiences and specific purposes in both written and verbal formats. 

This subject will focus on preparing students to properly articulate and analyze the issues currently facing Ontario's public sector, particularly within municipal government, and formulating accurate and accountable reports to public office holders. 

Evaluation for this course will be based upon correct language usage, organization and mastery of the content of this subject at the post-secondary level. Students will be expected to learn professional standards of performance in communication relating to municipal government practices.

RPA303 - Planning and Urban Development

The purpose of this course is to present the student with a practical understanding of how the local planning process works in Ontario. Students will be exposed to all the participants and steps involved in achieving planning approvals to gain a greater understanding of the principles and processes that guide land use planning in Ontario. As Land use planning is a highly regulated activity, legislative and regulatory requirements will be carefully examined and the respective roles and responsibilities of various levels of government and their agencies will be reviewed.

RPA304 - Advanced Real Property Assessment I

This subject is intended to give the real estate practitioner student a working knowledge of the property tax assessment industry in Canada. The course offers a practical overview of the foundations for Canadian property tax systems, including economic principles and assessment law. The course focuses on the theory and techniques that assessment personnel must consider when designing systems to value the real property in a given area.

RPA306 - Construction and Cost Techniques

This course is designed to give real estate professionals, particularly appraisers, a working knowledge of the physical aspects of residential properties. The course covers how houses are sited, designed, and constructed in Canada, as well as how factors such as design, material selection, and construction type affect their value. Also covered will be the identification and evaluation of problems due to design, construction or deterioration and the identification of their effect on value.

RPA307 - Statistical and Computer Applications in Valuation

This course will cover the theory and principles of computer assisted mass appraisal (CAMA) through illustrations and examples of practical applications, including case studies requiring hands-on computer work (using the SPSS software package). The material is meant to provide the student with a solid foundation in statistical analysis model building.

Students will explore creative, practical uses of statistical and computer applications in determining and analyzing real estate values and learn the fundamentals of exploratory data analysis and appraisal valuation modeling.

FPL355 - Field Placement I

This component of the RPA program consists of an on-site training session with industry practitioners such as the Municipal Property Assessment Corporation (MPAC) and the Assessment Review Board (ARB), and may include attendance at Assessment Review Board hearings.

Note: This field placement takes place during the fall study week.
