Technical Rescue Operations - NFPA 1001 and 1006

Subject Description
Students learn the extrication skills and procedures required for rescue from a vehicle, water/ice or confined space rescue. Assistance to the victim(s), prevention of further injury of impact and proper communication with rescue team members/outside agencies are all covered. This subject is divided into three sections: A) General Vehicle Extrication, B) Confined Space Rescue, and C) Land Based/Water/Ice Rescue.

Upon successful completion of this subject the student will be able to:

A. General Vehicle Extrication

1. Describe the procedure for sizing up an incident and overall situation involving vehicle extrication
2. Describe the methods for conducting a victim(s) search
3. Describe common principles, procedures and practices for stabilizing a vehicle extrication scene
4. Define and explain various terms related to vehicle extrication
5. Describe the roles and responsibilities of firefighter emergency responders in vehicle extrication
6. Identify safety considerations related to types of vehicles and construction features and how they affect the victim(s) and rescuers including safety restraint systems
7 Describe the different types of entrapping mechanisms in vehicle extrication rescue operations
8. Describe the procedures, methods and equipment for stabilizing the vehicle
9. Describe how to assess and stabilize victim(s) in vehicle extrications by utilizing emergency patient care supplies and equipment
10. Describe methods of providing means of gaining access and providing egress from the vehicle, extricating and stabilizing victim(s)
11. Describe common principles and procedures used to communicate with rescue team
members using communications systems and terminology

B. Confined Space Rescue

1. Describe the procedure for sizing up an incident and overall situation involving confined space rescue
2. Describe the procedures and methods of stabilizing a scene requiring confined space rescue operations
3. Describe the types and use of air monitoring equipment
4. Describe the purpose, procedures and methods for conducting a victim(s) search external to the confined space
5. Describe different types of entrapping mechanisms and procedures for stabilization
6. Describe methods of providing means of egress from entrapment mechanisms
7. Describe the procedures, methods and equipment required for assessing and stabilizing victim(s) external to the confined space
8. Describe common principles and procedures used to communicate with rescue team members, outside agencies and victim(s) members using communication systems and terminology
9. Describe the application of all pertinent legislation, standards, regulations and guidelines to a non-entry confined space rescue

C. Land Based/Water/Ice Rescue

1. Describe size-up procedures used in land based/water/ice rescue incidents
2. Describe methods of stabilizing the scene in land based/water/ice rescue
3. Describe different types of water safety equipment used in land based/water/ice rescue
4. Describe different methods of searching for victim(s) in land based based/water/ice rescue
5. Describe the methods to assess and stabilize victim(s) in land based, water entry and ice rescue
6. Describe types and uses of ropes and rescue lines
7. Describe methods of removing stabilized victim(s) in land based/water/ice rescue
8. Describe communication techniques between rescue team members and victim(s)

Specific Skill Learning Outcomes

A. General Vehicle Extrication

1. Size-up an incident and overall situation, anticipating alternative courses of action, noting hazards, environmental conditions and electrical complications so that, on arrival, duties can be initiated quickly, safely and effectively
2. Stabilize the scene by taking necessary safety precautions such as crowd or traffic control, providing charged hose lines or extinguishers, eliminating all possible sources of ignition and isolating hazards, using warning devices, vapour suppressants and adequate lighting so that a safe working area is ensured
3. Conduct a search for victim(s), using appropriate vehicle extrication equipment and rescue procedures so that the search is systematic and comprehensive
4. Demonstrate the use of various extrication tools and equipment to extricate entrapped victim(s)
5. Disarm the supplemental restraint systems (SRS) and stabilize the vehicle by using equipment such as wrenches, spanners, wooden cribbing, air bags, jacks, chains and tarpaulins so that during the extrication the vehicle remains stationary and minimizes potential injuries to rescuer or victim(s)
6. Assess and stabilize victim(s) by utilizing patient care supplies and equipment, such as blankets, spinal boards, resuscitators and compresses so that life-threatening conditions are identified and treated, the victim(s) reassured and properly secured and can be removed from the vehicle with minimum risk of further injury
7. Provide a means of gaining access and egress from the vehicle such as mechanically opening or relocating a door, a roof, a steering column, and dashboard and removing glass using hydraulic, pneumatic, and/or hand extrication tools in order to safely and expediently remove victim(s)
8. Remove stabilized victim(s) from the vehicle to a safe area or transport so that additional injuries to the victim(s) are minimized during the extrication process
9. Communicate with rescue team members using communications systems and terminology so that rescue evolutions are carried out safely and effectively

B. Confined Space Rescue

1. Conduct an initial size-up of a non-entry confined space and rescue incident and overall situation
2. Stabilize the non-entry confined space scene
3. Demonstrate the use of use air monitoring equipment
4. Demonstrate the proper technique to ventilate space
5. Select appropriate rescue rope
6. Wear required personal protective clothing and supplied air-breathing apparatus in accordance with departmental policies, procedures and the Ontario Health and Safety Act
7. Demonstrate the necessary safety precautions when using or operating tools and equipment
8. Assess and stabilize the victim(s) external to the confined space area and determine level of care
9. Demonstrate removal of victim(s) using mechanical methods
10. Demonstrate the use of travel restraint equipment
11. Communicate with rescue team members, outside agencies and victim(s) using appropriate communications systems

C. Land Based/Water/Ice Rescue

1. Demonstrate size-up procedures in land based/water/ice rescue incidents anticipating alternative methods of rescue, noting hazards and environmental conditions so that, on arrival, duties can be initiated quickly, safely and effectively
2. Stabilize the rescue scene by taking necessary safety precautions such as crowd or vehicle/vessel traffic control and recognizing special hazards and using warning devices, adequate lighting and scene stabilization procedures so that a safe working area is ensured
3. Conduct a victim(s) search including downstream and ice surface using appropriate equipment and rescue procedures so that the search is systematic and comprehensive
4. Assess and stabilize victim(s) out of the water by utilizing emergency patient care supplies and equipment such as blankets, spinal boards, resuscitators and compresses so that life-threatening conditions are identified and treated, victim(s)
reassured and properly secured and can be removed from the scene with minimum risk of further injury
5. Communicate with rescue team members using predetermined communications systems and terminology such as hand signals and whistles so that rescue evolutions are carried out safely and effectively
6. Wear water safety equipment such as floatation vests so that equipment is correctly fitted and adjusted to enhance safety and protection
7. Deploy rescue lines using a coiled rope or throw line to a physically able victim(s) so that he/she can be pulled to land safely

Synchronous (live) classes may be delivered in person, in a Flexible Learning space, or online through a Seneca web conferencing platform such as MS Teams or Zoom. Flexible Learning spaces are equipped with cameras, microphones, monitors and speakers that capture and stream instructor and student interactions, providing an in-person experience for students choosing to study online.

Students joining a live class online may be required to have a working camera in order to participate, or for certain activities (e.g. group work, assessments), and high-speed broadband access (e.g. Cable, DSL) is highly recommended. In the event students encounter circumstances that impact their ability to join the platform with their camera on, they should reach out to the professor to discuss. Live classes may be recorded and made available to students to support access to course content and promote student learning and success.
