Alcohol Policy

Policy Statement

It is the policy of Seneca College to ensure an environment that promotes the adoption of socially responsible behaviour at all licensed locations and at alcohol-related events.

The College will work with the Seneca Student Federation Incorporated (S.S.F.) to provide the framework within which to deal with alcohol-related activities including education, promotion, safety, management, enforcement and legal liability.

The S.S.F. shall be responsible for establishing appropriate Protocols to ensure that the consumption of alcohol at all S.S.F. licensed premises is governed by the provisions of the Liquor Licence Act of Ontario, its regulations and related College policies.

This policy applies to all members of the College Community, including students, faculty and staff as well as visitors and guests at College and/or S.S.F. sponsored alcohol related events, on or off campus, as well as private functions held on Seneca College property.

Responsibilities

The Director of College Services, shall be the College's designate in dealing with alcohol-related events at the College. The Director shall support the S.S.F. and the Alcohol Events Committee to maintain the Alcohol Protocol (Appendix D) that ensures responsible serving practices, training, transportation, security, conflict resolution, as well as identifying programs and activities to reduce any alcohol abuse and educate the Seneca Community.

The College will work with the S.S.F. to ensure that all appropriate mechanisms are put in place to record, report, receive, investigate, resolve and reduce situations/incidents that may be seen as a violation of the Liquor Licence Act or related College policies through the Resolution, Equity and Diversity Centre.

No person shall have or consume alcohol on campus in any place other than in an officially licensed area as outlined in the liquor licence permits owned by Seneca College and the Seneca Student Federation Incorporated. (S.S.F.) (see "Appendix A" for specific locations), or an authorized private function in conjunction with a special occasion permit or a private residence.

The College, S.S.F. and Alcohol Events Committee (Appendix B) will coordinate with the Residence and Conference Centre to establish appropriate support and enforcement mechanisms to ensure no person shall have or consume alcohol in the residence lobbies and or common areas.

1. Licence Holder / Event Organizer

It is understood that the liquor licence holder / event organizer will ensure that all alcohol related operational procedures must incorporate the requirements of the Ontario Liquor Licence Act, its regulations and any related College policies, procedures and protocols. Additionally it is understood that the licence holder / event organizer assumes all responsibility / liability and will be held responsible for compensation due to personal injury or property damage arising as a result of alcohol being provided at the event (Appendix C)

2. Underage Students in Licensed Facilities or Attending Licensed Events

The Liquor Licence Act allows persons under the age of 19 to be present in licensed facilities although the licence holder may elect to restrict entry to those of the legal drinking age. Through the appropriate approval processes established by the Alcohol Events Committee, underage attendance may be permitted in licensed facilities so long as the licence holder satisfies the Alcohol Events Committee it has mechanisms in place aimed at preventing under age patrons from receiving/drinking alcohol.

3. Special Events

All events outside of the normal operation of the Student Pubs at Seneca College must be proposed in writing using an Alcohol Event Approval Form to the S.S.F. in a timely manner prior to the scheduled event and then presented to the Alcohol Events Committee for discussion/approval or denial. Where the College holds functions at locations other than the licensed locations identified in this policy, the College, or an affiliated Organization/Group/Department/Faculty will be required to obtain a Special Occasion Permit (SOP).

4. High Risk Special Events

In addition to procedures established by the Seneca Security Services and S.S.F. Protocols, requests for Special events (including all band concerts) must be submitted to the Alcohol Events Committee normally, thirty (30) days in advance. Once approved, the S.S.F. and Seneca Security will determine what if any additional resources are required (uniformed or non-uniformed officers) beyond those normally provided. Where additional officers are required, the individual or organization sponsoring the event will be responsible for compensation for the additional safety-related staffing.

5. Off Campus Events

Where alcohol is consumed and the events are held in a location other than a private place, residence, a licensed establishment or under the authority of a caterer's endorsement.

  1. No individual or organization shall use the name of the College and/or S.S.F. for such application for a special occasion or equivalent license without the prior approval of the College or the S.S.F.
  2. When off-campus events are advertised contrary to the requirements of this Policy, the College will not permit advertisement of the event on campus, the on-campus sale of tickets, or access to buses or other conveyances for the event to come on campus.
  3. Any unauthorized vehicle sent to Seneca College by any off campus bar / group event organizer for the purpose of transporting individuals to their privately owned club or bar will not be permitted on College Property.
  4. Bus trips to bars or drinking establishments or other events where alcohol is the primary focus will not be permitted.
  5. Events where alcohol is the primary focus will not be permitted, advertised, promoted or endorsed in any manner.

6. Special Occasion Permits

Subject to the approval of the S.S.F. and/or the College, through the Director of College Services, an application for a Special Occasion Permit (SOP) may be made by organizations, departments and others affiliated with the College.

Although the College may set conditions and guidelines for the sale and service of alcohol during a Special Occasion Permit event, it is the organizer who is responsible for meeting the obligations under the Act and is considered the licensee for that event.

7. Security

Depending on the location and type of function Pub Staff/Security/Police may be required. Seneca Security Services will provide assistance, to any organization requesting such assistance, by assigning uniformed or non-uniformed officers for any College alcohol event or private function. The individual or organization requesting such services will be responsible for compensation.

8. Best Practices

It is incumbent upon the organizer of any event at which alcohol is served to meet all the requirements of the Alcohol Policy and follow best practice procedures in order to mitigate risks with respect to the service and consumption of alcohol. As such, organizers are required to comply with the following:

  1. The consumption of alcoholic beverages will not be the primary focus of the event;
  2. A guest sign-in procedure must be maintained for all special events.
  3. Alcohol will not be used to promote the event;
  4. Alternatives to alcohol must be offered;
  5. The service of alcoholic beverages will be managed responsibly and all staff who serve alcohol will be appropriately trained (e.g. Smart Serve, crowd control and emergency procedures);
  6. Special occasion permit holders and Licensee's and their staff, will be responsible for the actions and the well being of their patrons and invited guests during and after the function; (See "Appendix C")
  7. Event organizers will be responsible for all extra costs of staffing incurred by other departments within the College including Residence(s).

9. Advertising/Promotion/Sponsorship

All advertising of alcohol-related events must conform to the regulations set out in the Liquor Licence Act of Ontario and any applicable College and S.S.F. policies.

  1. Advertising of events, in which the consumption of alcohol is expected, shall be done in a responsible manner.
  2. The College retains editorial control of any alcohol awareness and/or education sponsored by brewers and distillers posted on College property.
  3. Sponsorship by breweries, distilleries, manufacturers or representatives of alcoholic beverages with respect to an event (alcohol related) will be brought forward to the Alcohol Events Committee for consideration.

PROCEDURES FOR DEALING WITH ALLEGED VIOLATIONS

The College and/or S.S.F. or on direction of the Alcohol Events Committee may terminate, suspend or modify the privileges of the individual or organization found to have violated the provisions of this Policy and / or the Liquor Licence Act of Ontario.

It is understood that on occasion Pub Staff Security, Seneca Security and/or pay duty Police Officers may remove patrons during an event. However, any incident that requires a ban longer then the duration of the event must be reported to the Director of the Resolution, Equity and Diversity Centre for determination, investigation and resolution.

1. Reporting of Incidents

Any incidents that involve physical violence, property damage or ejection from the pub must be reported within 24 hours. This may include, but is not limited to:

  • Denying an intoxicated person entry
  • Denying alcohol service to an intoxicated person
  • A potentially dangerous situation
  • An injury to a person
  • Non-compliance (e.g. Refusal to provide identification, refusal to leave premises)
  • Physical threats, assault or threat of assault
  • Damage to College or other people's property
  • Misconduct resulting from drug or alcohol abuse

Seneca Security Services and/or Police Services should be contacted immediately when there is any situation/incident involving a troublesome/intoxicated person that potentially places a person in physical harm.

2. Responding to Incidents

The Director of Operations for the S.S.F. will be responsible for collecting, recording and forwarding all information regarding a situation/incident to the Director of the REDC.

The REDC will be responsible for investigating, resolving and determining sanction, if any, on all reported policy or procedure violations that occur at alcohol related events in accordance with the Student Rights and Responsibilities document.

Liquor Licence infractions, including any reports from Toronto and/or York Regional Police Services, Seneca Security Services, the REDC and/or the Alcohol and Gaming Commission shall be provided immediately to the REDC, S.S.F., and the Director of College Services and reported to the Alcohol Events Committee.

Individuals who have been banned from licensed establishments by the College for more than 24 hours will be notified of the ban in writing. S.S.F. will also be notified.

Students will have the opportunity to appeal the ban in accordance with the Student Rights and Responsibilities.

Employees of the College, including contractors, may appeal through usual employment channels.

When the S.S.F. staff are a party to a decision of a formal investigation they have the opportunity to appeal that decision in accordance with the procedures of the Student Rights and Responsibilities document.

ALCOHOL USE AT SENECA COLLEGE RESIDENCE AND CONFERENCE CENTRE(S)

1. Student Residents

The Student Residence Agreement (2.22 Alcohol Use) states:

"Alcohol may only be consumed by Residents and their visitors who have attained the minimum age under applicable provincial law and shall be consumed only in those areas of the Residence designated by the Institution or the Manager. The Resident accepts full financial responsibility for any damage caused by themselves or their visitors resulting from the use of alcohol anywhere in the Room or in the Residence. Alcohol sold in individual single serving glass containers (ie: beer bottles, coolers, etc.) as well as novelty glass liquor bottles, Kegs and Mini Kegs are prohibited from entering the Residence. Residents must seek plastic or aluminum can alternatives for these products. Residents and their visitors who violate the Alcohol Use policy may have any and all alcohol in their immediate possession or their Room confiscated and held by the Manager. As the safety of the Resident and the Residence community is paramount, the illegal use or abuse of alcohol may lead to sanctions."

2. Conference Centre/Hotel Guests

While vacancies occur at the residence it is understood that on occasion a Residence building also operates as a hotel/conference centre. Therefore the Liquor Licence Act of Ontario applies and alcohol can not be consumed in public areas of the building.

Private Functions may also be held at the College Residences through an application and approval of a Special Occasion Permit as directed by the Director of College Services.

Appendix A

Alcohol Policy

DEFINITIONS

  1. Alcohol /Liquor - In this policy means spirits, wine and beer or any combination thereof and includes any alcohol in a form appropriate for human consumption as a beverage, alone or in combination with any other matter; ("alcool") includes synthetic ethyl alcohol.
  2. Alcohol Related Event - Any college sponsored event on or off campus where alcohol is available.
  3. Capacity - the maximum number of occupants allowed occupying a specific room at any one time.
  4. College - Means Seneca College of Applied Arts and Technology or a person authorized to represent the College.
  5. Licensed Premise - Refers to all locations on College property licensed by the Alcohol and Gaming Commission of Ontario. For the purpose of this policy, Licensed Premise includes locations where the Licence is held by the Seneca Student Federation Incorporated and the College.

  6. High Risk Event – Any large scale alcohol related event that may require a special venue, set up or security considerations / requirements.
  7. Illegal Act - Is a violation of a federal, provincial or municipal law,
  8. Incident – Any act that requires intervention.
  9. Pay Duty Officer – An off duty police officer who is hired through the Toronto or York Regional Police Services to assist with security related duties.
  10. Private Function -A private function is an event held at a private place where the public is not ordinarily invited or permitted. A special occasion permit is required at a private function if liquor is being sold, unless the event is being held under the authority of a caterer's endorsement. A special occasion permit is not required if liquor is served at no charge, and the event is held only for invited guests.
  11. Private Residence - Private Residence includes any Student Residence bedroom, or suite.
  12. Seneca Student Federation Incorporated (S.S.F) - is the non profit Corporation that represents the activity fee paying students (members) of Seneca College.
  13. Student Federation Council (SFC) – are council members elected/appointed from the S.S.F. membership with voting authority. (eg. Coordinator, Services and Vendors, Presidents and Vice Presidents).
  14. Special Occasion Permit - May be issued by an authorized LCBO outlet to the holder of a Liquor Sales Licence for such events as staff parties, family parties and private receptions, provided the event is not advertised to the general public, limited to invited guests and there is no intention to gain or profit from the event.
  15. S.S.F. Pub Staff - All Part-time staff members/activity fee paying students enrolled in a program at Seneca College. (NB. The only exception to this is during the first three pubs of each semester when it may be necessary to use Pub Staff Alumni.)

Appendix B

Alcohol Policy

SENECA STUDENT FEDERATION INCORPORATED ALCOHOL EVENTS COMMITTEE TERMS OF REFERENCE

1. Purpose

The function of the Seneca Student Federation Incorporated (hereinafter referred to as S.S.F.) Alcohol Events Committee (the Committee) is to oversee the operation of S.S.F. alcohol-related events, on and off campus. This Committee serves as a standing Subcommittee of the S.S.F. Board of Directors. Specifically the Mandate of the Committee is as follows:

  1. ensure S.S.F. alcohol related events are in compliance with the law, S.S.F. policies, relevant Seneca College policies and any contractual agreements the S.S.F. may have;
  2. to maintain operating policies and procedures for each pub;
  3. to approve dates for all S.S.F. alcohol related events; alcohol related events hosted by S.S.F. sanctioned clubs and associations; alcohol related events held in S.S.F. licensed areas or events using the S.S.F. Liquor Licence Caterer's Endorsement;
  4. to promote and ensure educational programs are in place that promote awareness and responsible drinking and to evaluate the effectiveness of policies and educational activities;
  5. to monitor the financial operations of alcohol-related events, excluding entertainment charges, to ensure that student fees are not subsidizing functions involving alcohol.
  6. provide a forum for the ongoing review of the S.S.F. Alcohol Protocol, pub operating policies and procedures;
  7. make recommendations to the Board of Directors on revisions to the Alcohol Protocol;
  8. review incident reports related to S.S.F. alcohol related events;
  9. issue temporary variances and waivers of the S.S.F. Alcohol Protocol and\or pub operating policies and procedures;
  10. the Committee will submit a report including a summary of incidents to the Board of Directors on a regular basis.

2. Definitions

See S.S.F. Alcohol Protocol.

3. Membership

The ongoing membership of the Committee will be as follows:

  • Seneca Student Federation Incorporated President (or designate – S.S.F. Vice President)
  • Coordinator of Services & Vendors, King (or designate – King President or Vice President)
  • Coordinator of Services & Vendors, Markham (or designate – Markham President or Vice President)
  • Coordinator of Services & Vendors, Newnham (or designate – Newnham President or Vice President)
  • Coordinator of Services & Vendors, Seneca@York (or designate – S@Y President or Vice President)
  • Seneca Residence and Conference Centre Student Representative (either King or Newnham)
  • Director, College Services, Seneca College (or designate)
  • Director, Student Services, Seneca College (or designate)
  • Director, Resolution, Equity and Diversity Centre, Seneca College (or designate)
  • Executive Director, Seneca Student Federation Incorporated (Ex-officio)

4. Meetings and Conduct of Business

  1. The Committee will meet once per month but may hold special meetings as needed.
  2. The quorum for holding a meeting and for transacting business will be a majority (50% + 1) of the student members currently holding office plus a majority (50% + 1) of College members.
  3. The Committee may approve events by email. Approval will require positive responses from a majority (50% + 1) of the student members currently holding office plus a majority (50% + 1) of College members. All events approved by email will be presented at the subsequent meeting to be recorded into the minutes.
  4. In the event there is a tie vote for approval, the motion will be considered defeated and the event will not be approved.
  5. Committee members are expected to attend at least 50% of the meetings called in person, and when unable to attend in person, members may participate and vote by telephone or other electronic means that ensures simultaneous communication.
  6. Where Committee members participate in meetings by telephone or other electronic means that ensure simultaneous communication, their participation will be counted for quorum purposes.
  7. Minutes of meetings will be maintained.

5. Amendment and Resolution

These Terms of Reference may be amended on the recommendation of the Committee followed by the Board of Directors' approval.

Appendix C

Alcohol Policy

LEGAL RESPONSIBILITIES

Licensed Establishments

Section 39 of the Liquor Licence Act, RSO 1990, c. L.19, s. 39.

The following rules apply if a person or an agent or employee of a person sells liquor to or for a person whose condition is such that the consumption of liquor would apparently intoxicate the person or increase the person's intoxication so that he or she would be in danger of causing injury to himself or herself or injury or damage to another person or the property of another person:

  1. If the person to or for whom the liquor is sold commits suicide or meets death by accident while so intoxicated, an action under Part V of the Family Law Act lies against the person who or whose employee or agent sold the liquor.
  2. If the person to or for whom the liquor is sold causes injury or damage to another person or the property of another person while so intoxicated, the other person is entitled to recover an amount as compensation for the injury or damage from the person who or whose employee or agent sold the liquor. R.S.O. 1990, c. L.19, s. 39.

Special Occasion Permit Holders

As the host of a special event, you:

  • Can be held legally liable for the safety and sobriety of your guests.
  • Can be held responsible for injuries or damages that occur as a result of the alcohol you provide *.
  • Are responsible for your guests at any function that you organize
  • May be held responsible for the safety and behavior of your guests until they are sober, not just until they leave the premises where the event was held.

* If the conclusions of an investigation (based on the principles of civil law) illustrate that either injury or damage to college property or building is a direct result of intoxication after attending any licensed or special event held on campus, the other person or College is entitled to recover an amount as compensation for the injury or damage from the person who or whose employee or agent sold the liquor or was responsible for its' distribution.

Appendix D

Alcohol Policy

SENECA STUDENT FEDERATION INCORPORATED ALCOHOL PROTOCOL

Preamble

The Seneca Student Federation Incorporated (hereinafter referred to as S.S.F.) recognizes that it is part of an academic community committed to student success and that its main purpose is to enhance the quality of student life. This commitment includes a safe and welcoming environment where all students and their guests may engage in approved social activities, including alcohol-related events.

The overall aim of the Alcohol Protocol is to reduce problems and manage risk associated with drinking by creating and maintaining an environment which values, promotes and reinforces responsible alcohol use and alternatives to drinking. The S.S.F. takes the position that all of its members have an obligation to make legal and responsible decisions concerning their conduct and alcohol use or non-use. The S.S.F. will intervene when alcohol is used illegally or when its abuse leads to conduct that endangers the individual(s) involved or others, or that results in damage to the property of the S.S.F. or of Seneca College, disrupts other activities, or interferes with the rights of other persons.

The service and consumption of alcoholic beverages is governed by the Liquor Licence Act of Ontario. Contravention of the Act could result in the S.S.F. losing its Licence(s). The S.S.F. holds licences issued by the Alcohol & Gaming Commission of Ontario (AGCO) for the provision and service of alcohol in specific locations and under specific circumstances. Also, under the Ontario Occupier's Liability Act, the S.S.F. is responsible for exercising reasonable care for the safety of anyone on its property, regardless of the nature and extent of the risk.

The requirements outlined in this protocol are intended to manage alcohol use on campus and at S.S.F. sanctioned events off campus in a way that is consistent with the law and other relevant policies, and protects the S.S.F. from liability with respect to alcohol-related incidents.

1. Purpose

The objectives of the S.S.F. Alcohol Protocol are:

  1. To ensure that all S.S.F. pubs have operating policies and procedures which comply with the law, other S.S.F. established policies and relevant Seneca College policies in order to provide the students of Seneca College and their guests with a safe environment in which to consume alcohol;
  2. To ensure that the S.S.F. has an educational program in place which promote alcohol awareness and responsible drinking;
  3. To discourage high risk alcohol-related practices which endanger individuals, interferes with academic and other College activities or results in damage to S.S.F. or College property;
  4. To protect the S.S.F. from liability with respect to alcohol-related activities;
  5. To protect Seneca College from liability with respect to alcohol-related activities.

2. Definitions

"Alcohol /liquor" - In this policy means spirits, wine and beer or any combination thereof and includes any alcohol in a form appropriate for human consumption as a beverage, alone or in combination with any other matter; ("alcool") includes synthetic ethyl alcohol.

"Alcohol-Related Activity or Event" refers to pubs or any event, function, "party", gathering and the like involving the sale or provision of alcohol or have the potential of alcohol being purchased or consumed.

"Caterer's Endorsement" means an endorsement to a licence to sell liquor authorizing an applicant to sell and serve liquor for an event held on premises other than premises to which the licence applies

"Groups" are all recognized student clubs and associations, student organizations, student governments and groups of students, all Seneca College departments, faculty, staff, alumni and external organizations using areas under the jurisdiction of the S.S.F.

"Guest" will be considered as someone with no affiliation to Seneca College and invited by a S.S.F. staff, Seneca student, faculty or staff.

"Pub or Pubs" refers to S.S.F. licensed on-campus establishments, specifically meaning the areas referred to as The Missing Link Pub at the Newnham Campus, The Hive at the Seneca@York Campus and Pod B at the King Campus.

3. The Policy

  1. General
    The S.S.F. shall:
    1. Establish a Alcohol Events Committee, reporting directly to the S.S.F. Board of Directors, with representation from each S.S.F. Local Branch Council, S.S.F. Management and from Seneca College. Terms of Reference, including membership, shall be approved by the S.S.F. Board of Directors. The Committee's core responsibilities are:
      1. ensure S.S.F. pubs are in compliance with the law, S.S.F. policies, relevant Seneca College policies and any contractual agreements the S.S.F. may have;
      2. to maintain operating policies and procedures for each pub;
      3. to approve dates for all S.S.F. alcohol-related events, alcohol-related events hosted by S.S.F. sanctioned clubs and associations, alcohol-related events held in S.S.F. licensed areas or events using the S.S.F. Liquor Licence Caterer's Endorsement.
      4. The Alcohol Events Committee shall be empowered to implement procedures to achieve its Mandate.
    2. Hold individuals and groups accountable for adhering to this policy and/or provincial law. All groups hosting an alcohol event must be in full compliance of this policy;
    3. Refuse permission to hold an event or cancel an approved event, and empower the following to terminate or cancel an event if the conditions of this policy are violated:
      1. the Alcohol Events Committee, or
      2. the S.S.F. Central Level, or
      3. the S.S.F. Board of Directors.
    4. Require that every event involving the use of alcohol have a designated person responsible for the provision of this policy;
    5. Require the responsible use of budgets on alcohol-related expenditures;
    6. Not approve events whose principle purpose is the consumption of alcohol;
    7. Establish a budget at each campus for events and activities that are non-alcohol-related;
    8. Limit the sale and consumption of alcohol to locations licensed by the AGCO;
    9. Prohibit high-risk alcohol-related practices, including but not limited to drinking games or any other activity which encourages excessive or quick consumption of alcohol;
    10. A S.S.F. Club or Association may not host any alcohol-related event without having hosted at least one non-alcohol-related event.
  2. Door Policy
    1. At each licensed premises there shall be a door policy that includes at least the following elements:
      1. Staff shall be assigned to monitor and screen guests entering and leaving a licensed premises;
      2. The capacity of licensed premises will not be exceeded;
      3. There shall be adequate staff available at all times to adequately control the event;
      4. Door personnel shall be certified with the Smart Serve Ontario Certificate Training Program and be provided with appropriate security training;
      5. Intoxicated persons will not be allowed access to licensed premises;
      6. Disorderly persons will not be allowed access to licensed premises.
  3. Alcohol Service
    1. At each licensed premises there shall be a policy on the service of alcohol which includes at least the following elements:
      1. Alcohol shall be served in a safe and responsible manner;
      2. Alcohol will not be served to persons under the age of 19;
      3. Servers of alcohol shall be certified with the Smart Serve Ontario Certificate Training Program;
      4. Persons who appear to be intoxicated shall be denied service of alcohol.
  4. Incidents
    1. All incidents shall be documented and reported in a timely manner to:
      1. the Director of Operations, and
      2. the Executive Director, and
      3. the Resolution, Equity and Diversity Centre Director and\or Manager.
    2. iA summary of all incidents shall be provided to the Alcohol Events Committee on a regular basis.
    3. All reports from police officers or the Alcohol and Gaming Commission shall be provided to the Alcohol Events Committee on a timely basis.
    4. Any notice of liquor license infractions shall be immediately reported to:
      1. the Director of Operations, and
      2. the Executive Director, and
      3. the Board of Directors.
  5. Off Campus Alcohol-related Events
    1. Events where alcohol is the primary focus will not be permitted, advertised, promoted or endorsed in any manner.
    2. iAny Off Campus Alcohol-related Events must be held in a licensed establishment. Pursuant to the Liquor Licence Act, the S.S.F. Caterer's Endorsements cannot be used for any S.S.F. event or any S.S.F. Club and Association event.
  6. Violations
    1. Where it is believed that a patron at an S.S.F. approved event has engaged in behaviour that is seen to be a violation of the above protocols or other S.S.F. or College policies or legal statutes, the Director of Operations shall record, report and forward all information about the situation and\or incident to the Director of the Resolution, Equity and Diversity Centre (REDC) for determination, investigation and resolution.
    2. iThe S.S.F. and\or any party to the decision or sanction made by the REDC has the right to appeal the decision, pursuant to the appeal process outlined in the College's Student Rights and Responsibility document.
    3. Where the S.S.F. and\or the patron appeals the decision or sanction, the original decision to remove the patron for more than twenty-four (24) hours shall remain in effect until such time as all investigations or resolutions or appeal procedures have been completed.
