Overview

The Ontario Municipal Tax & Revenue Association provides a forum of association for those involved in the field of municipal tax assessment and collection. One of their mandates is to "encourage and assist in the development of educational training programs for collection personnel". The Municipal Tax Administration Recognition of Achievement paper-based correspondence program is recognized as essential training in the field of municipal taxation and assessment.

Please note: Courses must be taken singularly and in the program order. All Prerequisites will be enforced.

MTA201
Municipal Tax Administration - Unit 1

This course is designed for students involved in the field of municipal taxation and revenue. It addresses the fundamental changes with respect to the revenue sources available to municipalities. Unit 1 topics include a background and overview of municipal taxation and assessment, understanding the municipality's assessment base, and the options available for challenging assessments.

Topics include the explanation of the relationship of assessment to taxes and the current system of taxation based on current value assessment (CVA). Also covered in Unit 1 are an overview of municipal budget requirements, assessment-based management, tax policy and tax tool decisions, and a complete explanation of the appeal process.

MTA202
Municipal Tax Administration - Unit 2

Prerequisite(s):

MTA201

This course continues from Unit 1 and provides students involved in the field of municipal taxation and revenue coverage of the complete tax billing process. It provides an overview of the tax billing process, addresses the tax billing process, including legislated requirements and time lines.

This unit covers the complete tax billing process, including legislated requirements and time lines. In addition, the tax treatment of payment-in-lieu (PIL) properties, education rates and the form and content of tax bills are explained at length. Other topics included in Unit 2 are various adjustments to the tax roll, apportionments, late payment fees and uncollectible taxes, proceeding under municipal tax sale, various rebate programs, cash handling, and issuance of tax statements.

MTA203
Municipal Tax Administration - Unit 3

Prerequisite(s):

MTA201 and MTA202

This course is primarily devoted to "capping" issues and the tax treatment of protected property classes.

This unit is primarily devoted to "capping" issues and the tax treatment of protected property classes. a short history of capping legislation explains how the current system has evolved and includes instruction on how "caps and clawbacks" are calculated and post billing capping adjustments made when changes the tax roll occur. Also included are new construction treatment, the mandatory vacancy rebate program, PIL appeals, rent reduction requirements, and municipal capital facilities.

Note:

Registration for the Fall 2017 term will open on Monday, July 24, 2017. The last day to register for any MTA Unit for Fall 2017 is Friday, September 8, 2017. Packages will then be prepared and shipped to arrive on or about the start date: Friday, September 15, 2017. The final exam for all Summer 2017 Units will be Friday, August 11, 2017 at 9 a.m. For those living in the Greater Toronto Area, the exam will take place at the Newnham Campus Test Centre. Proctoring arrangements can be made for those living outside the Greater Toronto Area. Complete information will be mailed to registered students.

Recognition of Achievement

Upon successful completion of the program requirements, please submit a Request for Recognition of Achievement Form to the Faculty of Continuing Education and Training. There is no cost for this and your Recognition of Achievement will be mailed to you.
